The first question is whether you have unlimited parking passes to sell, or if there are limited parking spaces. If you can sell an unlimited number of parking passes, it's an incredibly easy setup, with an entry fee (the parking fee) set for the "class".
Think about--there is no way to charge the credit card processing fee to the "exhibitor", so if you are accepting credit cards, the processing fee (3.9% + $.30 per transaction) would be deducted from the amount deposited with the fair. For a $10 parking pass, that amounts to $.69. For a $100 fee, it would be $4.20. Accepting credit cards is a whole-fair decision. You can't accept credit cards for one portion of the fair, but not for another one.
The hierarchy shown below is a sample of how parking passes could be set up. Notice that the department has an asterisk in front of it. That's so it pops to the top of the hierarchy and doesn't get lost between Meat Goats and Poultry.
- For the Parking Passes DIVISION, set the Entry Registration Process to MultiEntry, so that exhibitors can buy more than one parking pass easily.

- For each CLASS, set the appropriate fee, which will be added to the exhibitor's invoice.
It is very simple to print a (standard) class list of all the exhibitors who entered each "class", since there are no custom questions that would require a custom report.
You could add a custom field (content block) at the department, division, or class level to give information to your exhibitors if that's necessary. This will be displayed for all exhibitors, but they would not add input.
